Energy subsidies 2026: ISDE subsidy and local schemes

For an average Dutch corner house, € 1.474 ISDE is realistic in 2026 if you have 88 m² of cavity wall and 50 m² of floor insulated, based on the average surface areas from Verbeterjehuis and the combination rates of RVO. If within 24 months you also have 56 m² of roof and 22 m² of HR++ glass insulated, the total rises to € 4.394, or € 4.794 in combination with a subsidy-eligible ventilation system.

Which subsidies are there now?

The ISDE (Investeringssubsidie duurzame energie en energiebesparing) is the national scheme for insulation, sustainable heat and ventilation. Municipalities can add their own contribution to it. In 2026, solar panels are mainly supported fiscally via 0 percent VAT. So there is no national solar panel subsidy available. Always check the local conditions first, because a municipal scheme can have a different application procedure from the ISDE.

According to the Rijksoverheid almost all municipalities received money to improve poorly insulated homes, often with extra attention for a low WOZ value or a vulnerable household. The municipal energy subsidy is therefore not a marginal phenomenon: most municipalities have programmes and support measures running. So search by postcode and then also check your municipality's official page. It states whether you have to apply before placing the order, before the work is carried out or actually afterwards.

ISDE in brief

The Investeringssubsidie duurzame energie en energiebesparing, ISDE for short, is intended for owner-occupiers who make their existing main residence more sustainable. For insulation, ventilation, heat pumps and solar water heaters, the principle is that the home was built before 1 January 2019, or that the environmental permit was applied for before 1 July 2018. You have the work carried out by a construction or installation company and then apply for the subsidy within 24 months. RVO gives these amounts in 2026:

New in 2026 is the fixed contribution of € 400 for energy-efficient ventilation. You must combine it with at least one insulation measure and apply within 24 months of that insulation measure. Ventilation does not count as a second measure that doubles the insulation amount. That does happen if you combine insulation with another insulation measure, heat pump, solar water heater or heat network connection. According to RVO, you can only receive the ventilation contribution once.

Subsidy on insulation

The subsidy for insulation depends on the surface area and the material. If you carry out a second eligible measure within 24 months, the doubled amounts in the last column apply. The biobased bonus may be added to that, but does not double itself. These are the RVO amounts for work in 2026:

A calculation example makes things clear. For 40 m² of roof insulation, the single amount is 40 × € 16,25 = € 650. For 20 m² of HR++ glass, that is 20 × € 25 = € 500. Because you are combining two measures, however, € 1.150 doubles to € 2.300. If you choose approved biobased roof insulation, 40 × € 5 = € 200 is added and the total ISDE amounts to € 2.500.

RVO does set minimum values for the insulation performance, and the new material must be thick enough in itself. You may not count existing insulation towards achieving the required Rd value. Moreover, installing it yourself does not entitle you to national ISDE, although some municipalities do reimburse DIY material. Incidentally, since 1 April 2026 UF foam has been removed from the national list of measures because of possible health risks.

How to apply for energy subsidies without hassle

First check which national and local subsidies you can combine. The application conditions differ, especially regarding the moment at which you have to apply for the subsidy. With the following steps you avoid missing out on money because of a missing document or the wrong order.

First check the municipal conditions

Contact your municipality before you sign a quote or confirm an order. For some local subsidies you have to request permission in advance. Also ask whether you may combine the municipal contribution with the national ISDE.

Check the ISDE requirements before purchase

With the ISDE, you first have the measure fully installed and then apply for the subsidy within 24 months. Before purchase, check whether the measure, the number of square metres and the insulation value meet the conditions. Also look up the registration code, so that you do not discover only after the work that the chosen product has not been approved in advance and may not meet the conditions.

Collect evidence during the work

Ask the contractor to state the registration code, material thickness, insulation value, installation date, the number of square metres and the contact details on the quote and invoice. In addition, keep the proof of payment and take a photo during the work in which the work carried out and your home are recognisable. With these documents, RVO can check which measure has been carried out at your address.

Submit the ISDE application to RVO

After installation, log in with DigiD to Mijn RVO and fill in the details of the measure carried out. If the product used is not on the registration code list, you can send technical product documentation along with it. Exactly which details and supporting documents you need has been specified by RVO.

What will change in energy subsidies after 2026?

According to RVO, the ISDE runs until 2031, but the budget and amounts are set per year. For 2026, € 500 million is available. On 3 August 2026, the estimated budget claim was € 257,4 million and the scheme was still open. A draft scheme for 2027 is out for consultation, but the final amounts for 2027 have not yet been set at the time of writing.

For solar panels, one change is certain: the net metering scheme ends on 1 January 2027. That is separate from the zero VAT rate, but makes direct use of your own solar power financially more important. From 2027, for all electricity fed back you will receive a feed-in compensation. The level and conditions of this fee differ per supplier.

Frequently asked questions about energy subsidies

The conditions for energy subsidies differ per measure and per municipality. Above all, the application period, the contractor and combining schemes determine whether you actually receive an energy subsidy. Because of the sometimes large differences between municipalities, things are not always clear to everyone. Below you will therefore find the answers to five frequently asked questions about energy subsidies that homeowners often have.

What is the maximum the energy subsidies can deliver?

The biggest benefit arises when you combine two eligible measures within 24 months, because all insulation amounts are then doubled. What the maximum energy subsidy for your home is in practice of course depends on which energy-saving measures are still possible. Moreover, the highest energy subsidy does not automatically result in the shortest payback period, because energy-saving measures also require a large investment.

Where do I start?

Start by consulting the Energiesubsidiewijzer and check the municipal application period before you sign a quote. Then check the RVO registration code, calculate the ISDE and see whether you can plan a second eligible measure within 24 months to double the ISDE amount for insulation.

Are the amounts on this page correct for my situation?

We use the RVO rates for 2026 and the numbers of square metres mentioned. However, the final amount depends on, among other things, the date the work is carried out, the registration code, the approved surface area, the insulation value and any previous applications.

Can I combine ISDE with a municipal energy subsidy?

Yes, according to RVO you may combine the ISDE with a municipal or provincial subsidy for the same measure. You may not receive subsidy from central government twice for that measure. Do check the local conditions, though, because the application period and available contribution differ per municipality.

Can I insulate myself and still get a subsidy?

For the ISDE you do not get a subsidy if you install the insulation entirely or partly yourself. RVO requires that a construction or installation company carries out all the work, but you may buy the material yourself. Some municipal insulation schemes do support DIY measures, so be sure to check your postcode in the Energiesubsidiewijzer.
